Inspired by the stone masonry of central Prague, the gothic sculptures of Vienna and Austria's challenging radio arts culture, Creating Regions evokes mourning for European cultures in decay and the dawn of an international community of arts activism. Originally performed for the netcast commissioned by KunstRadio from Melbourne to DocumentaX, Germany, 1997.

Creating Regions is the long awaited second release from Lost Time Accident (LTA). Inspired by the stone masonry of central Prague, the gothic sculptures of Vienna and Austria's challenging radio arts culture, Creating Regions evokes mourning for European cultures in decay and the dawn of an international community of arts activism. It reflects the influences on LTA's founder, Andrew Garton, who on his first visit to Europe returned to define his experiences through this album.

The opening track, t0, was conceived in respect for the Vienna based multimedia centre, Public Netbase t0. It was here that Garton was to first hear of Pansonic, the now infamous MEGO label and how positively people in some parts of Europe had been responding to minimalist electronica, which at that time was nearly impossible to commodify let alone define.

It was also in Vienna where Garton saw how new media technologies had been merged with net activism without the vangaurdism that has stifled so many like initiatives back in Australia. In Europe, the net was simply seen as another public communications tool and had been since the BBS networks emerged.

Much of Creating Regions was originally performed for a netcast commissioned from Garton, by KunstRadio. The pieces were performed live from Toy Satellite, Melbourne to DocumentaX, Germany, mid-1997.

This album is a dark and brooding compilation of pieces, colliding engineered and improvisatory techniques towards audible regions that would otherwise remain unheard.

"Creating Regions: it more clearly reflects Garton's interest in generative music and online distribution, through pieces which were inspired by 'European interest in minimalist electronica' and the contrast between industrial and central regions of Pilzn in the Czech Republic, and which were mainly performed during a netcast. t0 which opens it also suggests the form of minimalism - a bed of popclicks and a pulse underlie the whole track, but they are modulated and manipulated: sometimes the clicks are crisp, others they are squelched and at times seem to fade, similarly the pulse changes density and feel. A squirrl which seems to lie somewhere underneath early on emerges dramatically about half way, and there is a period with dense chattering woobles over the surface, which descends again before the end. There is an even more modulated generative feel to Minus where a taptaptap is looped and echoed to form one element, a pulse grounds it and a wacawaca loop dances around, all tweaked lightly as the track progresses, and highly addictive."
